New Applicant Instructions
FIREARMS LICENSING SAFETY CERTIFICATE UPDATE (Effective April 2, 2026 )
Beginning April 2, 2026, Massachusetts will implement updated firearms safety training requirements for individuals seeking the certificate required to obtain a License to Carry (LTC). The updated training will include additional instruction and a live-fire component.
Please note the following:
If your LTC was issued before August 1, 2024, no additional training is required.
If you applied for and received your LTC after August 1, 2024, but completed your firearms safety course before April 2, 2026, you will be required to complete the updated training before your next renewal.
If you apply for an LTC after April 2, 2026, the new firearms safety course will be required. However, Basic Firearms Safety Courses completed prior to April 2, 2026, will still be accepted.
Please note that the live-fire component is still being finalized by the state. Until that requirement is fully implemented, live-fire training does not need to be included in the course.
Important: Whether you are required to complete the updated training is based on the date you completed your firearms safety course, not the date you submit your application to the police department.
What You ll Need
A completed LTC/FID application (click HERE to download).
A completed Notice To Firearms Licensing Applicants (click HERE to download).
A COPY of your Basic Firearms Safety Certificate.
Three Proofs of Residency showing name and address (ie: utility bills, tax bills, mortgage statement, etc.).
A COPY of your Birth Certificate or Passport, a Certificate of Naturalization (if applicable), or Green Card (if applicable).
Payment in the form of a money order, cashier’s check, personal check, cash, or credit card can be made at the time of the in-person appointment. See fee schedule below.
If applying for an FID and under 18 must also have a permission letter from your parent or guardian.

Disqualifications for Firearms Licensing
The following are crimes that, if convicted, will disqualify you for a License to Carry (LTC) and/or Misdemeanor Conviction Dis-qualifier for Firearms Identification (FID) Card. Under Massachusetts law, misdemeanors punishable by imprisonment for more than two years include, but not limited to, the following offenses:
Crimes Against a Person
Assault and Battery (c. 265, § 13A)
A and B on Ambulance Personnel (c. 265, § 13I)
A and B on Public Employee (c. 265, § 13D)
A and B/Property Damage to Intimidate (c. 265, § 39)
Assault (c. 265, § 13A)
Permitting Injury to a Child (c. 265, § 13J)
Resisting Arrest (c. 268, § 32B)
Crimes Against Property
Destruction Church/School Property (c. 266, § 127A)
Destruction Jail Property (c. 266, § 130)
False Statement to Insurer (c. 266, § 11B)
Larceny from Elder/Disabled Person (c. 266, § 30(5))
Receiving Stolen Property Under $250 (c. 266, § 60)
Shoplifting Over $100 (c. 266, § 30A)
Wanton Destruction Property Over $250 (c. 266, § 127)

Statutory Restrictions
Applicant is committed to an institution for mental illness
Applicant is being treated or confined for drug addiction or habitual drunkenness
Applicant is under age 21
Applicant is an alien of the United States
Applicant is subject to any Chapter 209A protective order in Massachusetts or similar domestic violence stay-away order in another state
Applicant is subject to an outstanding arrest warrant
Applicant was convicted of a misdemeanor offense punishable by imprisonment for more than two years
With respect to an FID permit only, a person who has been convicted of such offense may apply for an FID if five years has passed since such conviction and/or probation period, whichever occurred last.
Applicant was convicted of a violent crime
Applicant was convicted of a felony
Applicant was convicted or adjudicated as a youthful offender anywhere for:Commission of a felony or misdemeanor with a sentence greater than two years
Commission of a violent crime
Violation of any firearms law punishable by imprisonment
Violation of any narcotics law

4. Please note: You will not receive a new license with the updated name until you renew.
POLICY & PROCEDURE – License to Carry Firearms/Firearms ID Card REQUEST
The following procedures are required for applications for License to Carry and F.I.D. cards.

FINGERPRINTS TAKEN BY THIS DEPARTMENT WEEKDAYS 7:30 a.m. to 2:30 p.m.
APPLICATION FEE $100.00
INITIAL REQUEST-CLASS A OR B LTC
1. a. Must be a citizen of the United States and 21 years of age.
b. Disqualifying factors:
misdemeanor punishable by more than two years imprisonment, a violent crime, or a
weapons or drug offense.
# has been confined to a hospital or institution for mental illness, unless an affidavit from a
physician stating applicant is not disabled by such illness in a manner that prevents
applicant from possessing a firearm.
# Applicant is an alien
# Subject to an outstanding warrant
# applicant is subject to a suspension or surrender order or a protection order issued
pursuant to M.G.L. c. 209A.
2. Applicant must submit proof of attendance and successful completion of an approved firearms safety
course by submitting a certificate.
3. Complete an application in full.
4. Applicant must clear all background checks satisfactorily i.e. III, Bop, State Police Fingerprint
clearance.
5. Show proof of residency (minimum of 6 months).
6. All of the above must be complied with, regardless of the reason the license to carry is being requested.
7. Upon satisfactorily completing all of the above the application and documentation will be reviewed by the
Chief of Police or his designee at which time the request will be either approved or denied. The applicant
will be notified, within 40 days.
LICENSE TO CARRY RENEWALS
1. All applicants, for license to carry renewals, must complete and update an application form.
2. Must pass all background and criminal history checks.
3. If the above is satisfactory License will be renewed.
REQUESTS FOR LICENSE UPGRADES
1. No upgrade will be approved until current license expires.
2. Procedure for upgrade when requesting renewal will remain the same as initial application request.
FIREARMS IDENTIFICATION CARDS
1. a. Show proof of residency
b. Meet same requirements as indicated above for LTC
c. If under 18 years of age; must be at least 15 years of age with written permission from parent/legal
guardian. Parent/guardian must accompany minor for license to be issued.
