Firearm Change of Address Notification
Massachusetts law requires that you report a change of address within 30 days of moving. Report an address or name change through the MIRCS Portal: mircsportal.chs.state.ma.us/mircs-portal/login.xhtml
Firearms Application Procedures
Application requirements:
Must be a United States citizen
Must be a Pepperell resident
Please note: The Pepperell Police Department will conduct a local and national criminal records background check on each applicant. A criminal record may deny you a License to Carry (LTC) or Firearms Identification Card (FID). Any false information on the application will result in the denial of the LTC/FID.
Certain crimes are automatic reasons for denial, if denied your Application Fee will not be refunded.
The Pepperell Police Department participates in the Massachusetts Instant Records Check System (MIRCS). This system provides information directly linked to the Commonwealth of Massachusetts Firearms Records Bureau and provides newly improved License to Carry and Firearms Identification Cards.
To obtain a License to Carry (LTC) / Firearms Identification Card (FID) please follow these instructions:
First Time Applicants - Appointment is necessary
Please submit your LTC/FID Application form on the MIRCS portal: Login | MIRCS Firearms Licensing Portal , drop off your payment to the Pepperell Police Dept (your application will not be processed until payment is received), and schedule your fingerprinting appointment with the Administrative Assistant.
Applications are available at the Pepperell Police station or can be obtained from the Public Safety section of Mass.gov) or the Town of Pepperell website .
Call 978-433-2424 to make an appointment to meet with the Certified Firearms Licensing Official
Bring a copy of your approved gun safety course certificate (M.G.L. C140 s131P)
Bring your Massachusetts Driver's License
Bring $100 LTC/FID application fee (cash/check only), Checks made out to Town of Pepperell.
If a naturalized citizen, you MUST bring your Naturalization Card
If applicant is a minor a letter from a parent/guardian is necessary.
LTC/FID Renewals - No Appointment is needed
Please submit your LTC/FID Application form on the MIRCS portal: Login | MIRCS Firearms Licensing Portal and drop off your payment to the Pepperell Police Department (your application will not be processed until payment is received).
Applications are also available at the Pepperell Police station or can be obtained from the Public Safety section of Mass.gov or the Town of Pepperell website .

What Happens during Your Appointment?
First time applicants for an LTC/FID will be fingerprinted.
You will be asked for payment for the LTC/FID application per state regulations.
Once your application is completed, we will review your application and complete a criminal background check. Your information will then be submitted to:
Massachusetts State Police Identification Section for an Automated Fingerprint Identification System (AFIS) Review, and
The Department of Mental Health
Once these comprehensive background checks are completed and reviewed your application may be approved or denied pursuant to M.G.L.
(Please note this process can take approximately 6-8 weeks.)
If your application is denied you will receive a letter in the mail with the details and further instructions.
