Firearms Licensing Procedure Applicants must be citizens of the United States or Lawful Permanent Resident Aliens
Applicants must be a resident of Mattapoisett or own a business in the Town of Mattapoisett
Applications may be submitted to the Mattapoisett Police Department on Sundays, Tuesdays and Thursdays.
Include the following documentation with the application:
New Applicants For an LTC or FID, a copy of your Basic Firearm Safety Certificate or Hunter Safety Certificate
If "active" military, Basic Firearm Safety Course is NOT required. (Must provide proof)
Proof of citizenship (copy of birth certificate, passport, etc.)
If naturalized for citizenship, a copy of your Naturalization Certificate
For FID if you are under 18 years of age, a notarized permission slip signed by a parent or legal guardian
If applying for LTC for All Lawful Purposes, include a letter to the Chief of Police outlining why you are in need of an LTC
Renewal Applicants A copy of the front and back of your current FID or LTC
All Applicants Photo identification (driver's license, previous LTC/FID, etc.)
Proof of Mattapoisett resident (voter registration, utility bill in your name and address, credit card bill, etc.)
If you are applying as a business owner, a copy of proof of ownership
Personal check or money order payable to the Town of Mattapoisett
LTC/ FID Fees
LTC/ FID/ Machine Gun License - $100.00 (renewal applicants 70 years or older, there is no charge)
Active/Retired Law Enforcement LTC - $25.00 (police ID required)
Under 18 FID - $25.00
FID Card is NO LONGER needed to possess or purchase chemical spray, UNLESS under 18
IMPORTANT!!!
You MUST answer all the questions truthfully. Pay particular attention to Question #4: Have you ever appeared in any court as a defendant for any criminal offense (excluding non-criminal traffic offenses)? Some traffic violations are criminal. If you are unsure, please ask!
This includes all adult and juvenile appearances
This includes a sealed record. You do not have to report what is in the sealed record. We will be notified if your sealed record disqualifies you from having a FID or LTC card
It does not matter if you were found not guilty, if the charges were dismissed, or continued without a finding
Having been arrested and convicted of a crime does not necessarily prohibit you from getting a FID or LTC card
There is a 90-day grace period on the expiration date of your FID or LTC, ONLY if you have a renewal application in process prior to the expiration date on your current permit and there is no reason your renewal application should be denied. Simply dropping an application off at the police station is NOT considered in process for purposes of the 90-day grace period. If your LTC or FID is about to expire let us know so we can try to get you renewed before the expiration date

LTC/ FID RENEWAL APPLICANT PROCESS
Prior to submitting your application for renewal of an LTC or FID, make sure to
have all the accompanying paperwork from the following checklist:
☐ Application form filled out and signed.
☐ Application fee. Check or money order made out to “Town of Mattapoisett”
• All first-time applicants are = $100
*There is no cost for applicants 70 years old or older.
☐ Photo identification (ex. Copy of driver’s license, old LTC)
☐ Proof of Mattapoisett residency or place of business (voter registration, mail
with your name and address). *More than one document may be needed.
* If anything listed is missing from your application, it will not be processed until
complete.

Firearms Licensing Guidelines
Restricted Firearms Identification Card (FID)
• Carry or possess “Chemical Propellant” only.
• No safety course.
• $25 fee
• ONLY issued between ages 14 and 17 years old.
Firearms Identification Card (FID)
• Carry or possess low capacity rifles & shotguns (5 rounds or less).
• Safety course required for NEW applicants.
• $100 fee (free renewals for persons 70 or older)
• $25 fee for persons under 18
• Renewal every 6 years (free for persons 70 or older)
Class “B” License to Carry Firearms (LTC)
• As of August 2014, this license is no longer issued by the State of
Massachusetts
License to Carry (LTC)
• Carry or possess any capacity firearm (over 10 rounds)
• Carry or possess any capacity rifles & shotguns (over 5 rounds)
• Safety course required for NEW applicants.
• $100 fee (free renewals for persons 70 or over)
• $25 for Law Enforcement Officers (police ID required)
• Renewal every 6 years (free for persons 70 or older)
• Firearm MAY be carried concealed with an LTC as long as the LTC is
not restricted by the REASON FOR ISSUE such as “Hunting & Target”
Machine Gun License (MG)
• Must be MPTC firearms instructor for the sole purpose of firearms
instruction to police personnel or Bona-fide collector of firearms.

Massachusetts Firearms Laws
Carrying of a Loaded Firearm in a Vehicle – License to Carry
• Ch140/131C - Loaded firearms MUST be under DIRECT CONTROL of
such licensed person (or carried as defined below)
Carrying of Rifles or Shotguns in a Vehicle
• No person possessing a large capacity rifle or shotgun under any Class of
license SHALL possess the weapon in a vehicle UNLESS such weapon
is unloaded and contained within the trunk of such vehicle or in a locked
case or other secure container.
Carrying of Rifles or Shotguns in Public – All Classes
• No person SHALL carry on his person on any public way a loaded rifle or
shotgun UNLESS the rifle or shotgun is unloaded and is enclosed in a
case. If transporting an unloaded non-­‐large capacity rifle or shotgun it must
be within the locked trunk of the vehicle or enclosed case.
Weapons Stored or Kept by Owner Must Be Secured
• It shall be unlawful to store or keep any firearm, rifle or shotgun in any
place unless such weapon:
o Is secured in a locked container or
o Is equipped with a tamper-­‐resistant mechanical lock or other
safety device, properly engaged so as to render such weapon
inoperable by any person other than the owner or other lawfully
authorized user.
o Is carried by or under the control of the owner.
Violating the above laws will result in the revocation of the person’s license to carry
It is a 10-year felony if ANY weapon may be accessible to a minor!!!

LTC/FID FAQ Regarding Question 5
Question #5: Have you ever appeared in any court as a defendant for any criminal
offense (excluding non-­‐criminal traffic offenses)? You do not have to put down non-­‐
criminal traffic offenses (speeding, seatbelt violation, etc.). The keyword is APPEARED,
not necessarily arrested.
Having been arrested and convicted of a crime does not necessarily prohibit you from
getting an LTC or FID. Not putting it down does!
Understand that “EVER APPEARED” includes all adult and juvenile appearances. It
does not matter if you were found not guilty if the charges were dismissed or continued
without a finding. You must put it down! If you do not answer truthfully, we will find out,
no matter how long ago. If you have a sealed record, let us know (you do not have to tell
us what is in the sealed record). We do get notified of sealed records disqualifiers.
We will not accept “I forgot,” “They told me it would not show up”, “It never showed up
before” or “That was so long ago”.
Make any changes NOW. Remember you are signing under the penalties of perjury and
will be denied a license for that and face court prosecution for perjury.
