Schedule an Appointment
The Massachusetts Firearms Records Bureau licensing portal is now the primary method of applying for a NEW or RENEWAL license. Use this link to create your online account with MIRCS Login | MIRCS Firearms Licensing Portal . You will use this portal for all your firearms licensing needs, including applications, PIN number retrieval, receipt of submission, change of address and more. You can also attach files to your application, such as a copy of your license, copy of your safety certificate, Etc. When you submit the application through the portal, the police department is notified and will reach out to you. If you complete the application in the portal, you do not need to send in an application into the police department.
IMPORTANT: When you submit your application through the online portal, you must include your birth certificate, two forms of address verification, etc. Your application will not be processed if it is incomplete and/or missing documentation.
Applicants for Renewals and First Issues can download the LTC/FID Application Form (PDF) and then e-mail the completed application , send it via U.S. Mail, or drop it off at The Hudson Police Department, attention of Joseph Fournier.
If you are mailing in your application or dropping off, you may pay by check or Money Order ONLY (No Cash), made out to “Town of Hudson”. The Fee is nonrefundable. If you are over 70 and renewing a LTC/FID, there is no fee. Please review the fee schedule below if you are not sure of your fee. Before You Apply
Before applying for your firearms license, please ensure that you meet the following requirements:
Must be a United States Citizen or provide proof of Naturalization.
Resident Aliens (green card holders) can apply for an LTC or FID card through their local police departments. Individuals with any other type of immigration papers (such as student or work VISAs) can apply for a resident alien permit to possess non-large capacity rifles and shotguns through the Firearms Records Bureau.
Must be a Hudson resident. You must provide proof that you are a current resident.
For a License to Carry (LTC), you must meet eligibility requirements as defined by MGL Chapter 140, Section 131 .
For a Firearms Identification Card (FID), you must meet eligibility requirements as defined by MGL Chapter 140, Section 129B .
If you are a new applicant, that you have completed your required safety course.
The Licensing Authority may require other documentation as necessary.
If you are a business owner you can no longer apply in the town of your business, you must apply to the town you reside in, or to the Firearms Records Bureau if you are a non-resident.
After You Apply
You must schedule an appointment for an interview to further process your application with Joe Fournier. You will not be contacted by this department to set up an appointment for an interview. First time applicants are required to pay the full application fee at the time of the appointment. You may pay by check or money order. This fee is non-refundable. If you are over 70 and renewing a LTC/FID there is no fee. Please review the fee schedule below if you are not sure of your fee.
Once the application is received, the Firearms Licensing Officer will conduct a local and national criminal records background check. A criminal record may prevent you from obtaining a License to Carry Firearms or a Firearms Identification Card. Your application may be approved or denied by the Chief of Police pursuant to all applicable laws. A second review will be conducted by the Firearms Record Bureau.
If your application for a new or renewal LTC/FID is denied, you will receive a letter in the mail with the details and further instructions regarding your right of appeal.
Application Packet
Your application packet must include the following:
The completed application including your Social Security Number (SSN) and Driver’s License Number on the application line where it requests it. The SSN is not optional for the Licensing Authority purposes.
New applicants must include a photocopy of your Basic Firearms Safety Course Certificate or its equivalent. See the Massachusetts state website for the list of approved courses.
Active Duty U.S. Military and Massachusetts National Guard Members do not need to take the Firearms Safety Course.
A photocopy of your Massachusetts driver’s license or other government-issued ID, such as Active Duty Military or dependent ID’s.
A photocopy of your birth certificate, passport, or Naturalization Papers.
If renewing your license from another town, you must have completed the Change of Address Notification Form prior to submitting your application. The form is available here.
If you are a business owner you can no longer apply in the town of your business, you must apply to the town you reside in, or to the Firearms Records Bureau if you are a non-resident.

Gun Safety Tips
Gun Safety. It s No Accident.
One of the greatest tragedies emergency nurses experience as part of their daily work is treating injuries that could have been prevented. Often times, the children, teenagers and adults brought to the emergency department with accidental gunshot wounds could have been saved from the pain, suffering, and in some cases death, if the owner had eliminated unauthorized access to the firearm and followed gun safety practices.
Safe CHILDREN. It s No Accident.
Children need to be educated about guns and prevented from unauthorized use. Even if you don t have a gun in your home, remember that neighbors, friends, or relatives may have one in theirs.
Take time to tell children about the dangers of playing with guns. Explain the difference between gun violence on television and the real-life consequences of firearm use. One study indicates that few young children can reliably distinguish a toy gun from a real one.
Teach children the basic elements of gun safety and instruct them on what to do if they find or see a gun. Tell them, Never play with guns. If you find one, leave it alone and tell a grown-up .
Guns can be a natural curiosity for children. Repeat the don t play with guns message frequently. Reinforce this by quizzing them on what they would do if they found a gun.
Even if you don t have children at home, involve yourself and invite others to participate in gun safety programs.
Discuss gun safety with neighbors, friends and relatives. If they own a firearm, encourage them to make gun safety a habit.
Safe GUN STORAGE. It s No Accident.
Don t dismiss the need to store guns safely. The consequences can cause serious injury or death. Follow these guidelines to keep firearms away from all unauthorized persons.
Always remove ammunition from guns. Many factors must be considered when deciding where and how to store guns. A person s particular situation will be a major part of the consideration. Dozens of gun storage devices, as well as locking devices that attach directly to the gun, are available. However, mechanical locking devices, like the mechanical safety devices built into guns, can fail and should not be used as a substitute for safe gun handling and the observance of all gun-safety rules.
If a gun is kept in the house for protection, ensure no unauthorized persons have access to the firearm.
Place ammunition in a locked location, separate from guns. When deciding where to store ammunition, remember to select a secure place that is out of sight and reach of children.
Secure unloaded firearms with a gun lock, gun alarm or other tamper-proof device which helps prevent unauthorized use and tampering or renders the gun inoperable.
Store unloaded guns in a locked gun cabinet, safe or locked gun vault. Remember to place a locked storage case where children won t be able to see or find it.
Keep gun storage keys hidden in a separate location from regularly used keys.

Take responsibility for gun ownership. Learn how to handle a gun safely. One careless act with a firearm can result in a deadly mistake.
Do not allow untrained or unauthorized persons to handle guns.
Always handle firearms as if they were loaded.
Keep guns pointed in a safe direction. Never point a gun at someone. Remember that bullets can ricochet off of or penetrate walls, ceilings, floors, windows and other surfaces and objects.
Do not allow children, teenagers or adults to play with guns or handle them like toys. Store firearms out of sight and reach so they are inaccessible to unauthorized persons.
Read all instruction manuals completely before using any firearm and take a gun safety course.

FIREARMS LICENSE APPLICATION
PLEASE READ CAREFULLY
Applicants for all classes of firearms licenses shall comply with the following requirements.
1. All applicants for a Class A License to Carry Firearms or a Class C Firearms Identification
card, not so licensed on 06/01/98, are required to satisfactorily complete a Basic Firearms
Safety Course approved by the MA State Police (LTC) or a Basic Hunter Safety Course (FID)
given by the MA Division of Fisheries & Wildlife, before an application will be processed. For a
list of approved courses and state certified instructors visit www.mass.gov/firearms-services or
call the Firearms Record Bureau at 617-660-4780. Attach a copy of the certificate to the
application packet and return it to the police dispatch center.
2. All applicants are required to fully complete all of the application forms and addendums in this
packet before returning it to the dispatch center in person or by mail.
3. All applicants shall submit to background and nationwide record checks which will be done by
the firearms licensing officer. One (1) set of fingerprints are required for all first time
applicants (to be completed by the licensing official).
4. If the license requested is for employment purposes, a letter from the employer requesting
issuance, on company letterhead, must be submitted along with the completed application.
The letter must include the reason for which the license is requested.
5. All applicants shall provide two (2) valid proofs of Hudson residency, or business owned
(tax bill, utility bills, vehicle registration, corporate or business documents, etc.)
6. Applicants must provide a valid telephone contact number.
7. The application fee shall be paid by bank check, postal money order, or personal check
and made payable to: “Town of Hudson”. This fee must be sent with any RENEWAL application.
The fee must be brought to the interview for NEW applicants. Please do not submit a check prior
to the interview.

IMPORTANT INFORMATION – PLEASE READ CAREFULLY
There were significant changes to the firearms laws since 1998. This form is intended to provide
you with some basic information to help you be in compliance with the firearms laws, and to help
you fill out the attached application forms and addendums.
Out-of-State residents: If you are NOT a legal MA resident or the owner of a MA business and
you wish to obtain a license to carry firearms, please contact: www.mass.gov/firearms-services or write: MA

MA resident applicants: Most applicants for firearms licenses do not know the difference between a license
to carry (LTC) and a firearms identification card (FID). The differences are as follows:
License to carry firearms (LTC): is a handgun license, renewable every 6 years. It allows one to possess,
purchase and transport firearms, rifles, shotguns, feeding devices, ammunition, mace, and pepper spray,
etc., within the statutory limits for the Class A of the LTC.
Firearms Identification Card, Class C (FID): is a long gun license, renewable every 6 years. It allows one
to own, possess, purchase and transport non-large capacity only rifles, shotguns, feeding devices,
ammunition, and chemical sprays within the limits as set by MA statute.
The application form is the same form for license to carry firearms (LTC) and firearms identification cards
(FID). If you are unsure which license to apply for, the following information should be helpful. If you are still
unsure, please contact the licensing official.
License to Carry Firearms (Class A): is a license to own, possess, purchase and carry large-capacity or
non-large-capacity firearms, or to own, possess, purchase and transport large or non-large capacity rifles,
shotguns, feeding devices, ammunition and chemical propellants. Please note that large capacity feeding
devices are banned in MA, unless they were lawfully possessed on or before 09/13/1994. It’s a 10 year
felony to possess, sell or transfer them.
Firearms Identification Card (Class C): is a license to own, possess, purchase and transport non-large-
capacity rifles, shotguns, feeding devices, ammunition and chemical propellants. Note: handguns may no
longer be possessed in your home with just an FID card (as allowed prior to the Gun Control Act of
1998). It now requires a valid Class A license to carry firearms or an FID card along with a “permit to
purchase,” per M.G.L. C.140-s.131A.

CAPACITY DEFINED
(For the full definition of “capacity” see Ma. General Laws, c.140 – s.121)
Large Capacity – A weapon’s feeding device capability of carrying more than 10 rounds of ammunition for
firearms, rifles or feeding devices, or more than 5 rounds for shotguns.
Non-Large Capacity – A weapon’s feeding device capability of carrying 10 rounds or less of ammunition for
firearms, rifles and feeding devices, or 5 rounds or less for shotguns.
Important: State law requires that firearms owners secure all conventional weapons they possess, to
be in compliance with the law. Refer. to Ma. General Law c.140 – s.131L

1. Before any first time applicant is issued a class A license to carry firearms by this agency, they
are required to satisfactorily complete a Basic Firearms Safety Course, instructed by a MA State
certified instructor. Before a first time issuance of a class C FID card, applicants must complete
either a Basic Firearms Safety Course instructed by a MA State certified instructor or a MA Hunter
Safety Course.

2. Before submitting your application, read and fully understand all the questions. Be sure in your
own mind that there is nothing in your past that would disqualify you. Remember, if your
application is denied the fee is non-refundable. Nationwide record checks are done for every
applicant. Juvenile and adult “sealed” records are accessed by licensing authorities when
considering applications, including all renewals. If it is determined that you withheld any
required information, your application will be denied.

3. In order to apply for an FID card you must be at least 15 years of age. If you are under age 18,
in addition to the age requirement you must have a parent or legal guardian’s consent on a form
provided by this department. The parent or legal guardian must be present when your application
is processed at an interview and they must have proper identification.

Please read this entire document carefully
If your application is denied, it is usually due to: disqualifying criminal record; false answers to any
question(s) on the application or to any question asked by the licensing officer during the interview;
criminal information omitted from, or not attached to, the application as required. As a result of
enacting the Massachusetts Gun Control Act of 1998, for the purposes of firearms licensing, any
and all previous detentions, arrests, court appearances, juvenile adjudications including any
“sealed” records, will be accessed and considered in order to determine suitability of all applicants
for licenses to carry and possess firearms. After reading this form you will be asked specific
questions regarding personal background, past criminal history, etc. You must answer all questions
fully and truthfully. Failure to do so will result in your application being denied.

Question #4 on the application asks: “Have you ever been arrested or appeared in court as a
defendant for any criminal offense?” The key word here is “APPEARED” – not necessarily
arrested. Having been arrested, charged and/or convicted of a crime does not necessarily prohibit
someone from getting a license to carry firearms or an FID card. Failing to report it will result in
your application being denied.

Please note that “ever appeared” includes all adult and juvenile court appearances. It does not
matter if you were found “not guilty” or “not delinquent,” or if the charges were “dismissed,” or the
case was “continued without a finding” (CWOF), etc. You are required to report it. It does not
matter how long ago the incident occurred. You are required to report that you have a “sealed
record,” however you are not required to disclose what the offense was. This office will receive
notification of any “sealed record” disqualifiers from the Commonwealth. Statements such as “I
forgot about it,” or “it was dismissed and I thought it didn’t count,” or “they told me it wouldn’t
show up,” or “I was a juvenile when that occurred” will be considered false statements and will
be just cause for denial of your application.

www.mass.gov/massachusetts-criminal-offender-record-information-cori to learn how to obtain
your Massachusetts criminal record check. If there is ANY omission or a FALSE answer is found,
your application will be denied and you may face criminal prosecution.
In cases where no statutory disqualification exists, the licensing authority can deny a license to
carry firearms (LTC) application based on the suitability of an applicant.
If you are denied or revoked for any reason, your application fee WILL NOT be refunded.
