All NEW and RENEWAL LTC and FID applications must be submitted through the MIRCS Unified Gun Portal on mass.gov Global Login – MIRCS Unified Gun Portal
Please ensure you use your full legal name when creating a MIRCS account as this will appear on your LTC/FID card and can only be changed by contacting the FRB. If your identity documents do not match your application documents, your application may be cancelled or denied.
New and Renwal FID Cards and LTC's Information
Once your application has been submitted via the portal, the appropriate fee needs to be mailed or dropped off to Haverhill Police Department, 40 Bailey Blvd Haverhill, MA 01830. ATTN: Firearms Licensing. Only a bank check or money order will be accepted and must be made payable to the City of Haverhill.
Fee Schedule:
New or Reneal LTC/FID: $100
Residents aged 70 or older renewing a current license: Free
Resident under 18 applying for an FID card [with parental approval]: $25
Retired Law Enforcement Officers: $25
Accepted Identification Documents [two]:
Massachusetts Driver’s License or ID [must be current Haverhill address]
Birth Certificate
Passport
Military ID
Permanent Resident card
Naturalization Certificate
Expired ID cards and temporary licenses are not accepted.
Accepted Proof of Residency Documents [One]:
City of Haverhill property tax
excise tax
water/sewer bill
Mortgage or lease agreement
W-2
Current [within 60 days] utility bill.
Fingerprinting
Mondays between 9:00 AM – 11:00 AM; then again from 6:00 PM – 8:00 PM*. No appointment is necessary. Applicants are processed on a first come first served basis.
Your fingerprints will not be processed until the following has been completed:
Your application has been submitted to the MIRCS portal.
You have completed an approved BFS course and received your certificate. Approved Basic Firearms Safety Course List.
You have provided two valid proofs of ID, and one valid proof of residency.
You have paid the appropriate Fee [may be brought to your fingerprint appointment].
Please call 978-373-1212 x1563 prior to coming in for printing. The message will tell you if there is a change in the printing schedule.
*These times are for LTC/FID Fingerprinting ONLY.
How to Answer Question 3:
“Have you ever been arrested, summoned, or appeared in any court as a defendant for any criminal offense?”
Appeared: Means going to court by any means (summons, arrest, or warrant).
Ever Appeared: Means any time in your life no matter how long ago. It includes all appearances as both a juvenile and an adult.
This question does not ask about your guilt or innocence or the outcome of the case.
You do not need to answer for non-criminal traffic offenses (such as speeding or stop sign violations) but anything else must be disclosed. The application is yours and it is your responsibility to ensure the answers you supply are accurate.
Having been charged and convicted of a crime does not necessarily prohibit you from getting an FID or LTC. Not answering truthfully does. Understand that ever appeared includes all adult and juvenile appearances. It does not matter if you were found not guilty, if the charges were dismissed, or if you received a continuance without a finding (CWOF). You MUST answer “yes” to the question if you ever appeared in criminal court. If you do not answer truthfully, you may be denied a license.
Sealed Records:
If you have a sealed record, you also MUST indicate so; we are notified of disqualifiers even from sealed records. We will not accept “I forgot,” “they told me it would not show up,” or “it never showed up before.” Remember, you are signing this application under penalties of perjury. You will be denied a license for any untruthful answer and you may face the possibility of prosecution. *To expedite your application, please include your sealed court records.
If you answered YES
If you answered YES to any of the application questions on page 2, you MUST provide a complete written explanation. An explanation includes dates, reporting police departments, courts where cases were heard, the nature of the allegation, and disposition of the charge for each charge or protection order. If this information isn’t provided, your application could be delayed or denied. This applies to both New and Renewal applications.
Applicants who have difficulty recalling their criminal history may consider requesting a copy of their criminal history from the Commonwealth before submitting their application to ensure accuracy. You may make this request through the Department of Criminal Justice Information Services.
