ALL NEW LTC/FID APPLICANTS MUST MAKE AN APPOINTMENT BELOW
All New Applicants must take the New BFS course if your prior approved course certificate has expired. Please confirm your LTC Certificate is valid before scheduling an appointment. Please bring your safety certificate with you to new appointments for review (besides portal upload)
Renewal Applicants Do Not Need an Appointment: your application will not be processed by us until you submit payment.

You cannot use an iPhone or iPad to set up your account. Please make sure you set up your account on a computer. An iPhone or iPad will not work.

Please follow all instructions on the MA Firearms Website for submission of applications online. Any missing information, including non-payment to our agency, will result in the delayed processing of your FID or LTC. If you are turning 70 YOA on the expiration of your current LTC, there is no fee.
Please note that all NEW applicants must make an appointment for an interview and fingerprints with Lieutenant Reilly. There is no separate fingerprint appointment or fee required.

A license to carry firearms or a Massachusetts FID card will be issued for all lawful purposes.
A license to possess a machine gun will be issued only to a Massachusetts-certified firearms instructor or a bona fide collector after obtaining the appropriate license through the ATF. Please make an appointment with Lieutenant Reilly if you are submitting a NEW machine gun license application.
All MA Driver s License or ID Holders
Before applying for your LTC in the Town of Franklin, you must have a Franklin, MA address on your Massachusetts driver s license or ID. It must be changed on the Registry of Motor Vehicles (RMV) website before you renew from a different town or apply as a new resident.
Out-of-state move-in, please provide documentation of proof of residency
Any Change of Address, Name, or to Register Firearms Must Be Done on Your MyMASS.gov Portal.
If you are not able to access the portal for some reason, please contact the firearms record bureau before you contact us with issues. We do not accept paper applications. New applicants, please bring with you:
A copy of your driver s license or identification
A paper check or money order for $100, made out to the Town of Franklin, or proof of an online payment . Once you get to the payment page, you have to type in Franklin Police Department to get the firearms payment link to come up
A copy of your safety certificate (new licenses only)
If applicable, a copy of your Green Card, Passport, or Naturalization Certificate
Safety Certificates
All first-time License to Carry Firearms applicants must provide certification that the applicant completed an approved Firearms Safety Course by a Commonwealth of Massachusetts Firearms Course Instructor. The Franklin Police Department only accepts approved Safety Course certificates.
As of April 2, 2026, updated safety course certificates will be required for all new applicants who were processed after August 2024. Any applications submitted after April 2, 2026, with an outdated, non-approved safety course certificate will be canceled.

New Commonwealth Firearms Training Center (Swansea, MA): Located at 103 Swansea Mall Drive, this center offers updated MA LTC/FID courses. Classes are held on Sundays.
Tactical Dynamics (Foxboro, MA): Based at the Independent Sportsmen s Club, 38 Mirimichi Rd, offering MA Gun Safety Courses that satisfy the new 2026 requirements.
Seacoast Firearms Training (Georgetown & Salisbury, MA): Offers Massachusetts State Police-approved courses, including live-fire sessions, at various locations. Upcoming 2026 courses are scheduled through May.

Fees & Payment
The application fee is $100 for all new issues and renewals. Your fee is non-refundable .
There is no charge for renewals if you are turning or over 70 years old.
