All new firearms applicants MUST complete a certified firearms safety or hunter education course and submit a copy of the certificate with the application. The state of Massachusetts has provided a list of approved basic firearms safety courses. ( Click Here )
An appointment will be made when you submit your application through the FRB Portal or drop off your printed application in person. Fingerprints and pictures will be taken at your appointment. Upon completion of this process your permit will be electronically sent to the Firearms Record Bureau for final processing. This process should take approximately forty (40) days.

Resident gun and firearm permits are issued by local police departments. There are three basic types of permits: a firearm I.D. card, a license to carry, and a permit to purchase. An F.I.D. card is required to own, possess, or carry (with some restrictions) a rifle, shotgun, or ammunition including mace and to own or possess a pistol (handgun) which must be kept in the person s residence or place of business. A license to carry is required to transport or possess a handgun away from the residence or one s place of business and may also be used to possess and carry (with some restrictions) a rifle or shotgun. Permits to purchase are issued to F.I.D. cardholders to buy a handgun which, once purchased, is delivered by the local gun dealer to the home or place of business where the permit holder keeps it with the F.I.D. card. A permit to purchase conveys no right to transport or carry. Non-residents traveling in Massachusetts with handguns are generally required to obtain a non-resident license to carry. However, non-residents traveling in the Commonwealth transporting an unloaded rifle or shotgun in a carrying case do not need a permit.

Fees
Class A Firearms License - $100.00 for new and renewal applicants (Renewals over age 70 – no fee)
*Must be 21 years of age to apply
Firearms Identification Card - $100.00 for new and renewal applicants (Renewals over age 70 – no fee)
* Applicants 15 - 18 years old – Fee is $25.00 and must have permission slip from Parent or Guardian
Restricted Firearms Identification Card for Self Defense Sprays Only- $25.00 Fee for new applicant
* Adults over 18 years of age no longer need this card to possess Self Defense Sprays
* Only individuals between the ages of 15 and 18 need this to possess Self Defense Sprays

Make Checks or Money Order payable to: The Town of Douglas and submit with application. The Fee is non-
refundable.
Application Process
1. Fill out the application completely and honestly. Answer all questions; include home/cell phone number,
Social Security number and Driver’s License number.
2. Submit the application to the Douglas Police Department with the appropriate fee. At the time of submission the
on duty dispatcher will schedule you an appointment to come back to the police station to complete the process.
3. All new applicants must submit proof that they have completed the appropriate safety course requirement. All
new applicants seeking a License to Carry Firearms is required to complete a Basic Firearms Safety Course taught
by a Certified Massachusetts Instructor. Attach a copy of your certificate to the application.
4. Failure to answer all question completely and honestly is grounds for denial. If your application is denied you
will be notified in writing as to the reason for such denial.
5. Question #4 on the application: Have you ever appeared in any court as a defendant in any criminal offense?
Understand that “ever appeared” includes all adult and juvenile court appearances. It does not matter if you were
found not guilty or if the charges were dismissed or CWOF’D. If you were a defendant at any time it must be
documented.
Warning - MGL C 140 S 131: Any person who knowingly files an application containing false information
shall be punished by a fine of not less than $500.00 nor more than $1,000.00 or by imprisonment for not less
than 6 months nor more than 2 years in a House of Correction or both such fine and imprisonment.
