FIREARMS LICENSING general INFORMATION
PLEASE REVIEW THIS INFORMATION CAREFULLY BEFORE COMPLETING AN APPLICATION FOR A LICENSE TO CARRY OR FIREARMS IDENTIFICATION CARD:
LTC FID Chemical Propellant
A certificate of completion of a basic Firearms Safety Course that is approved by the Massachusetts State Police or a certificate of completion of a Hunter Safety Course given by the Massachusetts Division of Fisheries and Wildlife

Persons 15-18 years old must obtain an FID card to lawfully possess chemical propellants. No safety certificate is required for chemical propellants
This license is valid for up to, but not more than, 6 years (see M.G.L. C140, s131(a)).
This license is valid for up to but not more than 6 years (see M.G.L. C140, s129B)).
Persons 18+ years old: an FID Card is no longer required to possess chemical propellants
This license permits the purchase, possession, and carrying of firearms, rifles, shotguns, and ammunition. And allows a person to carry a loaded and concealed firearm, unless restrictions are implemented. This license is valid for the purchase and possession of non-large capacity rifles, shotguns, and ammunition. Non Large Capacity refers to firearm feeding devices capable of carrying 10 rounds or less of ammunition for rifles, 5 rounds or less for shotguns.
If you are a statutorily disqualified person as defined under M.G.L., you are prohibited from possessing chemical propellants.

Identification documents are used to verify the applicant's legal name. Expired ID cards and the Temporary MA driver's licenses are not accepted

Town of Danvers issued property tax, motor vehicle excise tax, electric light, water/sewer bill
Lease agreement from a commercial apartment community
W-2.
Only one of the above documents is required to show residency. The applicant's name and address must appear on the document.
Fees:
The fee for an LTC/FID can be paid by bank check or money order and must be made payable to the Town of Danvers. No personal checks will be accepted.
New or renewal LTC or FID: $100.00
Residents aged 70 or older renewing a current license: Free
Residents aged 70 or older applying for a new license or new class of license: $100.00
Resident older than 16 and younger than 18 applying for a new FID with parental approval: $25.00
Application Information:
"Have you ever appeared in any criminal court as a defendant for any criminal offense or criminal traffic offense?"
Appeared: Means going to court by any means (summons, arrest, or warrant).
Ever Appeared : Means any time in your life no matter how long ago. It includes all appearances as both a juvenile and an adult.
This question does not ask about your guilt or innocence or the outcome of the case.
You do not need to answer for non-criminal traffic offenses (such as speeding or stop sign violations) but anything else must be disclosed. The application is yours and it is your responsibility to ensure the answers you supply are accurate.
Having been charged and convicted of a crime does not necessarily prohibit you from getting an FID or LTC. Not answering truthfully does. Understand that ever appeared includes all adult and juvenile appearances. It does not matter if you were found not guilty, if the charges were dismissed, or if you received a continuance without a finding (CWOF). You MUST answer "yes" to the question if you ever appeared in criminal court. If you do not answer truthfully, you may be denied a license.
Sealed Records:
If you have a sealed record, you also MUST indicate so; we are notified of disqualifiers even from sealed records. We will not accept "I forgot," "they told me it would not show up," or "it never showed up before." Remember, you are signing this application under penalties of perjury. You will be denied a license for any untruthful answer and you may face the possibility of prosecution. *To expedite your application, please include your sealed court records.
If you answered YES
If you answered YES to any of the application questions on page 2, you MUST provide a complete written explanation. An explanation includes dates, reporting police departments, courts where cases were heard, the nature of the allegation, and disposition of the charge for each charge or protection order. If this information isn't provided, your application could be delayed or denied.
Applicants who have difficulty recalling their criminal history may consider requesting a copy of their criminal history from the Commonwealth before submitting their application to ensure accuracy. You may make this request through the Department of Criminal Justice Information Services .
Reasons for requesting the issuance of a card or license
The broad term "all lawful purposes" will not be accepted alone. Please explain specifically why you are requesting an unrestricted license. New cards are issued as restricted or not restricted. If you are renewing your license, simply write "renewal" in the reason for requesting an issuance section.
New Applicants
The dates and times for Firearms licensing for NEW APPLICANTS will be posted to Firearms Licensing calendar monthly. Applicants will be processed on a first come first serve basis.
There are no advance appointments and any appointment requests sent to [email protected] will not be considered.
Applicants are instructed to arrive at the station with a bank check or money order for the appropriate fee, and any supporting documents necessary (see below).
New Applicants should arrive with the following items:

IMPORTANT Because criminal investigation emergencies can arise at any time, applicants are strongly encouraged to check the online calendar and/or department social media before a licensing date, to ensure a date has not been canceled or available hours changed. Every effort will be made to provide as much advanced notice as possible of any changes.

There are TWO types of License to Carry/Firearms Identification Card RENEWALS.
Renewing a license already issued by Danvers
Renewing a license that has been issued by another city or town
Renewing an LTC or FID already issued by Danvers Police:
No appointment necessary

You must complete the application before submitting payment.
YOU MUST mail or drop off a bank check/money order for $100 payable to Town of Danvers (Attn: Firearms). No personal checks will be accepted. The applicant's name must be included somewhere on the bank check or money order

You must submit your application through the state's website before the payment
You will receive a receipt in the mail confirming that we have received your payment.
Your license will be mailed to you when it is ready.
*If your current license expires before your new license is received: Your current license is still valid due to the pending renewal with proof of your renewal receipt.

If your application requires any follow-up, you will be contacted by our Licensing Officer. You can otherwise expect your license to be mailed directly to your address upon activation.
Renewing an LTC or FID issued by another city or town:

You MUST appear in person on a licensing date. The dates and times for Firearms licensing will be posted to the Department's website calendar monthly.
An applicant renewing a license previously issued by another community must have already submitted a change of address form to the Firearms Records Bureau and the Danvers Police Department.

Change of Name or Address request

If you currently have an active LTC/FID and have moved to Danvers from another Massachusetts City or Town, you must notify the Firearms Records Bureau, the Danvers Police Department, and the department that issued the license.
Massachusetts General Law Chapter 140 sections 129B and 131, state: "A person holding a FID or LTC shall notify, in writing, the licensing authority that issued such card, the Chief of Police into whose jurisdiction such cardholder moves and the criminal histories system board of any change of address. Such notification shall be made by certified mail within 30 days of its occurrence. Failure to so notify shall be cause for revocation or suspension of the license".

Firearms Transactions
Purchase, Sale, Transfer, Loss or Theft:
The Department of Criminal Justice Information Services (DCJIS) and the Firearms Records Bureau (FRB) have implemented an online service for reporting firearm transactions.
License holders may use the online system to report the sale, transfer, inheritance, loss or theft of a firearm .
Owners who have suffered a loss or theft of a firearm are required to immediately contact their local police department where the loss or theft occurred.
Pursuant to Massachusetts General Law Chapter 140 Section 128A, the private sale or transfer of a firearm, rifle or shotgun must be reported within 7 days via the FA-10 or E-FA-10.
Pursuant to Massachusetts General Law Chapter 140 Section 128B, licensed residents of the Commonwealth must report within 7 days the acquisition by purchase or other means of any guns from a private sale or transfer conducted outside of the Commonwealth. The FA-10 or E-FA-10 may be used to make this report.
Note: Federal law prohibits a resident from purchasing a firearm (handgun) in a state where they do not reside. A resident may purchase a rifle or shotgun out of state directly from a licensed dealer (FFL). A licensed dealer of one state may ship a firearm to a licensed dealer of another state who may then make an instate sale to the licensed resident.
Massachusetts Gun Transaction Portal
Lost or Stolen LTC/FID
To report the loss or theft of an LTC or FID complete the Lost/Stolen LTC or FID Form and return it to the Danvers Police Department. Once the report has been received a replacement license may be issued. Licenses are mailed to the address on file with the Firearms Records Bureau.
Requesting a Replacement PIN
When a FID or LTC is issued, the card is accompanied by a PIN. It is the responsibility of the license holder to keep and secure their PIN.
To request the replacement of a FID or LTC PIN please use the PIN Replacement Request form.
You may submit the form in person at the Danvers Police Department or mail it to the Firearms Licensing Section.
The replacement PIN will be mailed to the address that is on file with the Firearms Records Bureau.
A replacement PIN will not be provided over the phone.
Seized or Surrendered Firearms
Pursuant to Massachusetts Laws, if your license has been revoked, or suspended or your renewal application has been denied you must immediately surrender all firearms, rifles, shotguns, ammunition, and feeding devices to the police department. Failure to do so may result in criminal charges.
If you have had your firearm(s) seized in accordance with MGL c. 140 Section 1290D, you may transfer or sell your firearm(s) to a properly licensed person or licensed dealer after they have been surrendered to the police department.
If you are the defendant in a restraining order (209A order) you must immediately surrender all firearms, rifles, shotguns, ammunition, and feeding devices to the police department. Items surrendered as a result of a 209A order cannot be transferred via private sale or transfer. Items can only be transferred to a licensed dealer.
Any time the Danvers Police Department seizes a firearm in accordance with a 209A order, a domestic situation, a suspension, revocation, or a renewal denial of an LTC or FID, or takes possession of a firearm for safekeeping, the firearm will be held by the Danvers Police Department for 45 days. After 45 days, the firearm will be transferred to Guardian Arms, a bonded public warehouse for firearm storage.
The Danvers Police Department will not transfer any firearms that are or may be evidence.
