Firearms License Application Procedure
The Bellingham Police Department will no longer accept paper applications for processing . All new and renewal firearms license applications must be completed online through the Mass.gov Firearms Licensing Portal :

Online Application
Applicants are responsible for completing all required fields in the online application and uploading all required supporting documentation through the portal.
When prompted to provide a photograph, applicants should use their current Massachusetts RMV license or identification photo whenever that option is available. The photograph submitted must be a clear and appropriate identification photograph. If a proper photograph is not submitted, the application may be returned through the portal for correction.
License Fee
A non-refundable fee is collected when applying for a LTC or FID. Personal checks, bank checks, and money orders are accepted for payment. Please make checks payable to: Town of Bellingham. No Cash or Credit/Debit cards are accepted.
LTC/FID fee is $100.
Applicants between 15 to 18 years old $25 for FID or Restricted FID.
Note: All renewal fees are waived for applicants who are 70 years of age or older.
Firearms Safety Course Certificate
If a firearms safety course certificate is required for your application, the appropriate state-issued firearms safety certificate must be uploaded as part of the online application process .
For courses completed on or after April 2, 2026: Applicants must download their state-issued safety course certificate from MIRCS and upload that certificate with their online application.
For courses completed prior to April 2, 2026: An older state-issued firearms safety certificate issued by an approved instructor is acceptable. These certificates contain the Massachusetts State Seal and are different from a general course-completion certificate that may also have been provided by the instructor.
A general firearms safety course-completion certificate issued by an instructor is not sufficient and will not be accepted as the required state firearms safety certificate.
If the required state-issued safety certificate is not uploaded, the application will be returned through the portal to the applicant for correction.
Submission and Payment
Once all required fields have been completed and all required documents have been uploaded, the applicant must:
Submit the application through the Mass.gov portal.
Print a copy of the completed application and a copy of all required documents submitted with the application.
Bring the printed application and required documents to the Bellingham Police Department along with a check or money order for the applicable licensing fee .
The printed application, required documents, and payment may be dropped off at the Police Department. Applications will only be processed after they have been submitted electronically through the Mass.gov portal.
Incomplete Applications
Applications will be reviewed after submission through the portal. If any required information or documentation is missing or incorrect, the application will be returned electronically through the portal to the applicant for correction.
The applicant is responsible for making the requested corrections and uploading any missing or corrected documentation before resubmitting the application through the portal.
New Applicants
Once a complete new application has been received and reviewed, the applicant will be contacted to schedule an appointment for fingerprinting and interview .
License Issuance
Once the license has been issued, the applicant will be contacted and advised that it is available for pickup at the Bellingham Police Department Dispatch Center .
For renewal applicants, the newly issued license and PIN will not become active until the expiration date of the applicant s current license.
